Ex-CM Naveen highlights 5T impact as Odisha ranks 5th in school education index

Former Chief Minister Naveen Patnaik

Bhubaneswar: Former Chief Minister Naveen Patnaik on Thursday lauded Odisha’s impressive performance in the Performance Grading Index (PGI 2.0), where the state has climbed to the 5th rank nationally for the academic year 2023–24.

Patnaik attributed the achievement to the transformative impact of the 5T initiative, which focused on transparency, technology, teamwork, time, and transformation in governance—particularly in the education sector.

Odisha secured a score of 595.6 in the PGI 2.0 report released by the Union Ministry of Education, earning the PRACHESTA-3 grade. The state has made a significant leap from its 14th position in 2019, signaling robust improvement in school education outcomes and governance.

In a statement, Patnaik said, “Glad to share that Odisha has earned 5th rank nationally in the School Grading System. Under our 5T initiative, we transformed around 7,000 government schools to unlock new aspirations and open new horizons for students.”

He emphasised that the foundation laid during his tenure continues to benefit students across the state.

“We always believed that a New Odisha would be built by empowering every child with the power of education. I’m glad the strong framework for government school education is helping our students excel,” he said.

The Performance Grading Index 2.0 evaluates school education on 73 indicators across two categories—Outcomes and Governance & Management. The report is considered a crucial tool in assessing the quality and efficiency of school education systems across Indian states and UTs.

Patnaik also extended his appreciation to teachers, parents, administrators, and support staff, acknowledging their crucial role in bringing about this transformation.

The recognition comes at a time when Odisha’s education reforms—especially the massive school transformation programme—are being seen as a model for other states. During Patnaik’s tenure, the state government had initiated infrastructure upgrades, smart classrooms, and technology-driven learning models in thousands of schools under the 5T framework.

The PGI 2.0 ranking is widely seen as a validation of Odisha’s sustained investment and policy focus on equitable and quality education over the last few years.
